Raylan set this particular fire after clearing the building. He used moonshine and matches and then crept off to lean in a shadow until it was burnt near to foundation before he eventually slunk home. The punishment for it is nightmares about 1306 and it's people going up in flames until otherwise stated. (Please, oh modly one, correct me if that last fraction is incorrect)
